From 16–18 June 2026, ManagEnergy Expert Josip Čengija visited Hradec Králové, Czech Republic, to share expertise on strengthening regional energy services, supporting municipalities and advancing renewable energy solutions.
From 16–18 June 2026, Josip Čengija from REGEA undertook the 27th ManagEnergy Expert Mission in Hradec Králové, Czech Republic, hosted by the Centre for Investment, Development and Innovation (CIRI), which operates the Energy and Information Consulting Point (EKIM).
Over three days, the mission brought together representatives from the Hradec Králové Region, municipalities, national authorities and energy stakeholders to exchange experience on regional energy support services, renewable energy deployment and the long-term development of advisory services for local authorities.
Strengthening Regional Energy Support
The mission began with strategic discussions on the future role of EKIM and its contribution to supporting municipalities and the regional energy transition. Participants explored how regional energy support services can evolve beyond project-based funding and develop into a sustainable, long-term model.
Drawing on the North-West Croatia Regional Energy and Climate Agency’s (REGEA) extensive experience, Josip Čengija shared practical insights into building institutional credibility, developing project pipelines and delivering integrated services to public authorities. The discussions also examined opportunities to expand support for renewable energy projects, energy efficiency measures and community energy initiatives.

Learning from Practice
A field visit to Dubenec provided participants with the opportunity to explore practical examples of photovoltaic deployment, energy sharing and landscape adaptation. The visit served as a starting point for discussions on how municipalities can use data to inform investment decisions and accelerate renewable energy projects.
Further sessions focused on the practical aspects of renewable energy deployment, including financing models, regulatory frameworks, infrastructure requirements, tariffs and subsidies. Participants also explored effective ways to communicate the benefits of renewable energy investments to local decision-makers and citizens, highlighting the importance of evidence-based communication and stakeholder engagement.

Defining EKIM’s Future Direction
The final day focused on consolidating the lessons learned throughout the mission and identifying strategic priorities for EKIM’s future development.
Discussions addressed how the organisation can strengthen its advisory role, build trust with municipalities, develop new services and foster stronger cooperation between regional authorities, municipalities and market actors. Particular attention was given to supporting energy sharing, improving the use of energy data and creating a more resilient and service-oriented operating model capable of supporting the region’s long-term energy transition.
